I'd call it "illegal" with little quotey-marks around it.  As in:  
"They say you can't/shouldn;t but what the heck are they going to do  
about it?".  I feel that Region codes are a pain in the rear and  
completely dumb.  The few DVDs I have pulled copies of, I've made  
sure to reset the region codes to "all regions".  I also get rid of  
the stuff that keeps you from being able to hit "skip" during the  
dumb previews/ads/etc.

Heck, I'd pay extra for a DVD that had NO extras - just pop it in and  
the movie starts.  No animated menus, no previews, no ads.  Ah, that  
would be nice.
