I think the difference is between: There's a Federal, State or local law prohibiting me from making ,selling, or buying the media or players in question.
And The major movie studios got together and forced the manufacturers of the units and media to go along (probably contractually) with the idea of regions so the studios could drag out the releases of both films and their DVDs so they could ALL make more money.
