I just checked the local road rules. 4 abreast isn't legal. 2 abreast
with no more than 1.5 metres between them is the rule.

And 1 cyclist in the middle of the lane holding up traffic isn't legal either:

"Causing an obstruction

The rider of a bicycle shall not unreasonably obstruct or prevent free
passage of a vehicle or pedestrian upon a path or road. Similarly,
vehicles and pedestrians shall not unreasonably obstruct cyclists."
