Swissknife can format any drive it can detect, including memory cards, so USB shouldn't be a problem. Be careful, though. This is an application that performs what you ask it to do without asking "are you sure?".
As Godfrey said, the obstacle on Windows is to create the FAT32 partition and format it. If this is straightforward on a Mac it might be easier and perhaps safer than SwissKnife. No matter which computer you use for the formatting, both systems should be perfectly able to read/write the portable drive afterwards.
