Manufacturers are all over the map on this.

The Panasonic LC1, L1 (and FZ10-FZ50 models too) come with a battery  
charger that includes a power port. A dummy battery that goes into  
the camera to supply power plugs into that power port. I always  
thought that quite thoughtful of them.

With my Sony cameras, the charger plugged into the camera and charges  
the battery in place and/or powers the camera ... You have to buy an  
accessory charger to charge a battery outside of the camera.

With the Konica Minolta A2 and Olympus C8080WZ, it was again the  
Pentax/Canon model: the charger only charges the battery. AC power to  
the camera required an accessory power supply.

I like the Panasonic concept best. ;-)
