It sounds to me like most of the colleges offering film/darkroom courses now are fine arts courses as opposed to, for lack of a better term, workplace skills courses. There is nothing wrong with this, pottery, stained glass, watercolour painting, etc, can be very soothing hobbies, even though they no longer have much application in the general labour pool.
