Its more complicated, but in a nut shell:

Canada has two official language's, English and French. Most labels
and official websites will have both languages, however the further
west you go from Quebec, the less likely you'll see bi lingual road
signs. There are exceptions of course. Many communities in Northern
Ontario are French desent, and will have both.

Quebec only has one official language, so thats all you will see.
Business's can put up a bilinqual sign but the French has to be on top
and the english in tinsy weensy letters.

They have language cops that go a round and fine stores that do not
abid by this.
