The Federal Civil Service is predominantly francophone due to preferred hiring 
for Bilinguals, French Speakers are far more likely to be fully Bilingual than 
English Speakers (Both as a percentage of total population, and in gross 
numbers). Thus you have a lot of such forced expats stuck in various places 
across the country.
