Actually it makes perfect sense. THe Federal Civil Service need to be able to serve to clients in both official languages. Therefore the govenment needs to hire less people if everybody speaks both languages. Ergo a preference for Bilinguals. And since French is the minority language, most francophones learn English anyways, while most Anglophones don't need to (except within Quebec). Canada does have a reasonably large population of non-fluent Bilinguals as well (Like myself, schooled in both languages but my French fluency has atrophied due to non-use).
