Usually they rate the package as a whole when you buy an "outfit". They usually also list whether it includes caps, manual, etc. I always want them to include caps, or I buy them separately at the same time, but manuals are often a different matter entirely. An EXC rating from them means practically new condition. I've bought many a "BARGAIN" rated item and thought they'd sent the wrong one.. !
