Create a new blank layer
With the original layer as your working layer, select the part of the 
image you want to flip
Copy the selection to the clipboard
Make the new layer the working layer and paste the selection onto the 
new layer
With the new layer still as the working layer, go to Image->Rotate->Flip 
Image Horizontal to flip the image
Then use the "move" tool to re-position it if necessary
