I kind of think that they are capturing abandoned cats. Feral cats are pretty hard to get near to, although I guess you can live trap them. I wonder what the cats would chose if they had the choice, neutering or being shot dead? I suppose those folks who do that kind of thing, also support the death sentence. It usually seems that way...
