As mentioned already by Shel, yes this appears as a "hot spot" in the center and less light at the corners. Of course, in enlarging a negative, it leads to a darker area in the center. I'm not sure what design flaw causes it (but I'm sure some lens guru on this list sure does). In normal printing, where there is usually a wide range of tones and some burning and dodging takes place anyway, it's not usually much of a problem.
