Well, for me 'better' image quality would be a mix of more: sharpness, color rendition, contrast... and less: distortions, chromatic aberrations, flare, fringing...
It's said that a prime in general produces 'better' images than a zoom, and also in general, 2 short range zooms produce better results than a long range zoom. However, there are many exceptions to this 'rule' and maybe a good long range zoom can produce better results than 2 shorter 'kit' zooms. Then specify for what use.
