Quite right. The "file busy" issue is a Windows error
and not an Irfanview thing. There's a number of fixes
going around, such as

If you're using a windows machine, windows has become confused as to
weather the file is in use or not.  Try rebooting the machine.  (Yea,
yea, I know, SOP).
