When I worked for a commercial studio, back in the dark(room) ages, we 
used to custom print B&W film for customers.  If some one brought in a 
set of negatives, we would at least blow the dust off, sometimes brush 
it off, them before making a print.  After all we didn't know if the 
dust was theirs or ours.  If a negative was really dirty we'd point that 
out to the customer before the job and try to sell spotting services, 
(at a huge markup), that seldom worked, though it did make the 
complaints after the print was delivered much easier to deal with.
