The people in the forground add nothing to the composition, but they did cause you to cut the rocks off. Sorry. The shot would be much more interesting if you had arranged the composition to put the rocks where the people are, presuming that there isn't a hotel right behind the rocks. The fix doesn't cut it either, the forground is the problem, not the solution.
