Sounds like data from Kenneth Libbrecht at www.snowcrystals.com...
He's done a lot of research on the conditions that make snow crystals
take form.

In practice, snow crystals only _persist_ long enough for photography
if the air temperature at ground levels is colder than -5° C (23 F).
Another practical constraint is that if temp. is too close to 0° C (32
F), the snow tend to fall as big clusters of crystals or crystal
fragments; not at all photogenic. :-(
