Yes. The authorities, and Pepys, wanted to lay it out as a grid, with wide boulevards and grandiose avenues, but the property rights and legal aspects were so complex that they had to give up, so they were forced to retain the medieval street plan. The Roman roads through London are still clearly evident though.
