Nope. Or at least not without a *lot* of work. The problem is that the ratio of flash-to-ambient is generally different throughout the scene, so correction in Photoshop involves a nightmare of layer masks and feathering. The best way is to balance the flash to the ambient light by putting a colored gel over the flash.
