I deliberately didn't define "best" as it is not really possible until you know the particular circumstances. I don't mean that every learner needs a Leica or uberkamera but, for instance, I would not give a learner a unit that is known to produce noticeable spherical abberations, nor one that has an unreliable shutter. I would also want to give them a camera that gave them the option of setting the various factors themself.
