I think there is at least one for Linux (or generally FOSS platforms), but I haven't sought it out or used it. IIRC, there's at least one hiding somewhere in Source Forge. A search of "(+GPS,+photo)" on Source Forge yielded six projects. "Photo GyPSy" sounds like the closest thing to GPicSync ... the others are related but slightly different.
