hi,

in my city, about three years back they built what is called the
Metropolitan Mass Rapid Transport System for cheap public
transportation within the city to complement the already existing train
network. it didn't quite take off due to bad planning so the route was
recently extended, so it's being used much more extensively now. still,
if you are there in the mornings before 9 am the platforms are quite
deserted:

Any mass transit system is only as good as the design fits the needs of the people who use it. That means the trains or whatever have to go where the people need to go, and they have to go there when the people need to go there and it has to be affordable.

Or people won't use it.
