The government chose them for three reasons,

   1.) They're high tech, (so must be good).

2.) They're expensive, (what would you expect from the organization that brought you $500, hammers. and $10,000 toilet seats).

3.) The government is spending other peoples money, (we can put a gun to the heads of the taxpayers anytime we like, and squeeze more, what can the do?)

Last year they became a very popular item, among the more money than brains set, in my neck of the woods. You'd see whole herds of 'em out enjoying nature from the nearest paved surface.
