Hello Bob, Yes, those are bouys - actually, they are a water ski course. This particular area of the lake is called Mud Lake - out in the shallows with the rushes. The nice thing about it is the depth and plant growth shelters it from the wind making things really rough. So a natural place to want to run a course.
