With a PEF, Pentax are allowed to specify their own compression scheme. A compressed DNG must use the format that Adobe have specified. That's extra firmware Pentax would have to write (and, depending on the exact capabilities of the on-board processor, it may well also run noticeably slower than the PEF compression code).
