Yep - they've been doing that for years.
Strange, though, that they were actually able to get your user id, as they are 
now blocked.

Even if it IS legitimately the wife, keep in mind, all sales transacted 
directly like that, outside of
eBay, come with zero protection from either eBay *OR* PayPal.

I'd ignore it, and find another auction, or as you said you were doing, keep 
trying to contact the seller.
One thing you can do, is see if the seller leaves a feedback for the high 
bidder, and if so, you'll have a
definite answer.

 department? If I should, who would I report it to?
