You know, I never looked closely at them, but they are separated in the second image, so it must be they are sewn to his scalp close to the base of the ear. I also see Dobermans with their ears taped up like goal posts H at the park. Guess you have to do tricks to get your dogs to "look" the way you want them to.

I've had nothing but Malamutes most of my life. Those, along with the two I have now, have always been "ears up" dogs naturally, so I've never had to deal with it.

GSD earsets are rally odd when they are puppies. The ears are supposed to be erect, and generally they are, but they look really goofy because they are so outsized compared to the heads. I don't think those ears have been taped or pinned, I think it's just normal ears for a GSD his age.
He looks like quite a nice little puppy, actually.
