They're not taped. The mono-ear or conehead is a pretty common sight in a GSD pup. Some Belgian pups go through the same stage too. Out of my 5, only one of mine was a conehead - though not quite as extreme as the german shepherd http://www.pbase.com/wendybeard/image/85567127
