in the camera it's based on JPEG, but you can get a reasonably good feel for how it will be in the raw, with experience. In LR (and presumably other raw processors) it's based on raw, of course, and that's really the time it becomes useful. What does the white balance have to do with the accuracy of the histogram? Sounds like nonsense to me; white balance is applied to output, not to input.
