A couple of weeks later I received a letter in the mail. It was a
bill from the courier company as I'd "refused" shipment! The bill
included shipping, plus a brokerage fee and duty, and it was for about
$75. This for an old Minolta HiMatic rangefinder that I'd bought for
$12 on eBay!
I sent them a lovely letter in return, explaining that (a) I didn't
refuse delivery, they were simply unable to deliver it to me and (b) I
had no contract with them, the shipper did, and I was in no way liable
for any costs that they incurred in shipping this item.
I never heard from them again.

I'll try not to ramble.
I went to buy a used car this week, putting up 20% out of pocket down
payment in lieu of a trade-in, but I ran into a little snag with the
financing.
Back in mid December 2001 I had my BellSouth telephone service
disconnected. Wasn't going to need it because I thought I was going to
Afghanistan for the U.S. Army in January of 2002.
The deployment didn't happen, but phone company billed me for telephone
service in January and February 2002. I received no actual service; just
a bill for service.
I refused to pay.
It took until 2003 to get BellSouth to remove the charges and to
acknowledge that I owed nothing for telephone service I did not receive
in January and February 2002.
In 2004, my sister (who was handling my financial affairs while I was in
Iraq) got collection letters from some agency that had bought the
"account" from BellSouth. On my instruction, she refused to pay it and
eventually was able to get the charges removed AGAIN.
AT&T bought BellSouth last year. I got a bill from AT&T. I refused to
pay AT&T for service I did not receive from BellSouth in January and
February 2002.
This week, when the credit union pulled my credit, there's a notice in
there from some collection agency that has bought the "account" from
AT&T and claims I owe them for telephone service I did not receive in
January and February 2002.
I AIN'T PAYING!
I wrote disputes & mail them off to the three credit reporting agencies,
and furnished copies of those letters to the credit union.
PS: I got the car.
