Seems to be geared toward commercial/press video, but there are hints in there that such is not the same for tourist types or still photographers.

It almost seems like the better the quality of your kit, the more likely you are to get hassled. No problem shooting with an entry level DSLR or Point 'n Shoot, but carry a tripod and you're gonna' draw hassles from *THE MAN* like a dog turd draws flies.
