I agree with that but there are plenty of web designers who believe that using "target=_blank" is poor design. Somehow it's seen as being disrespectful to experienced web users who apparently find links opening in a new tab or window annoying (it certainly doesn't annoy me and I think I'm reasonably experienced.....)
