In the US driving schools or drivers education, (usually run by local secondary schools), vehicles will have "Student Driver" spelled out in a black on yellow sign, or sometimes a red and while illuminated sign.

Not really.  I forgot that this is rather a European joke.  Most drivers who 
are not qualified here have to wear a plate with the letter L on it until they 
pass their test.  This is probably a captain either new to the ship or new to 
captaining.
