WestHost could be excellent -- it's always hard to tell because every hosting service has lots of complaints -- just wanted to point out that kind of access is not rare, though it is hit or miss on budget hosts; i would definitely skip any hosts without ssh access
to get absolute control need a VPS host or dedicated server, but you will pay a lot more; the main reason to pay for this is higher traffic sites
