It's a good idea, though. They've done that quite successfully in Paris, and of course there are 'rail trails' in most countries nowadays outside the cities.
In London there are many, many miles of canal which are very pleasany greenways to walk, and often a surprisingly quick way of getting around. We also have a number of greenways built on top of enormous Victorian sewage pipes, still in operation, which are straight pedestrian / cycling tracks right into the heart of London. It's all good stuff, but takes time to mature.
