Not really. On the plain there are a lot of farm roads of varying quality but if you want to actually go somewhere (ie anywhere with rivers or mountains in the way) you're generally stuck with the main highways.
People commonly do cycle tours on the highway but I personally wouldn't. It's a pity really as I'd love to spend a few months doing a big scenic bike tour around the country.
Despite the massive popularity of cycling down here there's really not a lot of financial attention being paid to it. Our city council has set this year's MTB track-building budget to $0.
