The World Wide Web Consortium; the folks who maintain the HTML standards. http://www.w3.org They have a free online validator for html; http://validator.w3.org/ In a former life, I used the downloadable version to make sure the HTML processing hadn't introduced any errors. (Usually but not always a reference to something that didn't exist, which are a very devil to catch for people.)
