There are plenty of cards out there even below the 139 US$ price point that will work just fine for his plan. For example, any of the nVidia 8800/9800 cards with 512MB or more of video RAM will be dual DVI out and plenty of oomph to handle dual 1680x1050 monitors and should run nearer 100 US$ online.
