It's actually the opposite. The VAST majority of wars and armed conflict have happened during Democratic administrations. In fact the only 3 major foreign engagements to have started under Republican auspices happened during the term of presidents named Bush. In fact the only two presidents since WW2 to not have any significant foreign engagements or brushfire wars during their terms were both Republican (Eisenhower and Ford).
