Well, it can be, certainly; this is mostly my unreasonable and
emotional horror of JPEG as a format, caused by having to deal with
repeatedly re-sampled technical diagrams professionally, combined with
having no idea how things worked last year.  I should not care to, nor
would have grounds to, assert that those involved do not know what they
are doing.

3 MB max file size, some preferred pixel size, 85% quality in
the JPEG? 90%?
