Just to explain further: I've seen that phenomenon when shooting in rainy or
dusty environments. Out-of-focus particles suspended in the air (close to
the camera) can bounce light, causing that effect when using flash fill (or
when someone alse behind the photographer is firing a flash while "our"
camera is taking a long exposure).

A friend asked me what could be causing the circles on his photos such as
the one on Flickr. Other photos in the series had a number of smaller
circles that are in different positions on each photo. Any suggestions
what might be causing it?
