This sort of naivety isn't restricted to individuals. I've recently been dealing with people from one of the USA's bigger banks about some software that my employers provide for their employees worldwide. They're looking to strengthen the password protection (they think). Among the rules they want the software to enforce are: "the password must not include any words in the dictionary" and "the same password must not be used in any XXX Megacorp test environments". And there's plenty more where that came from!
