That's typical modern government thinking - like speeding fines, issued weeks after the event and therefore almost totally useless in preventing repeat behaviour. I can see the sense in moving people along if they are in the way, and only fine them if they refuse - that's "obstructing the police, etc... " Unfortunately, we photographers are seen by some as a pest to be exterminated.
