OK I see the point of managing onlookers but fining photographers
shooting in the public domain sounds draconian whatever the reason.
;-(
I think I understand the part about gawkers vehicles being in the way,
but I'm generally suspicious any time the government wasn't want
photographs taken.
Any time that happens, my suspicion is they're doing something wrong,
trying to cover it up, and it's up to them to prove that they're not.
