Sorry, but the government should never be given this authority. In the US, we have social services that will take away children if there is proof of abuse and that's as far as you can go. If people have to ask permission to have children, it is just way to easy to move to eugenics. People have to die sometimes to maintain a free society: sometimes it's soldiers, sometimes it's highway drivers, and sometimes it's abused children. That sounds harsh but totalitarian states usually begin with something "for our own good."
