In NC hard liquor is only available as mixed drinks at clubs & restaurants. Packaged, i.e. bottle liquor, is only available from State controlled ABC (alcohol beverage control) stores.
Same in SC and GA, except GA doesn't have state run ABC stores. I'm not sure about SC. They didn't used to, but I haven't lived in SC since 1981, though I visit a few times a year.
I have heard the name package store used as a euphemism for ABC store among others. I think my favorite of all time is "going to see Anna Belle Carter."
Liquor store = ABC store = package store in my experience
You cannot buy liquor by the bottle from a place that serves mixed drinks.
Not in GA or SC, either, as far as I know. I've been somewhere where that was OK, but it was a long time ago. Could've been somewhere in MS or TX, maybe.
I remember the big red spots from years ago, although I don't think they were required to cover the entire store, [...]
I don't know the exact requirements, then or now. I do know that I saw free-standing liquor stores that had spots on all four vertical sides. I don't know if it was required or just cussedness on the part of the operator.

I'm not sure either. My mom lives near Greenville, but I don't usually go booze shopping when I'm visiting mom. :-) At most, I'll pick up some beer at the grocery store.
