It's pseudo-XHTML-formatted mail. They code the break tags that way so that both HTML and XHTML browsers will render it properly. XHTML requires that all tags be closed and that format is a "shorthand" notation for <BR></BR> that's specified in the XHTML standards. XHTML is an updated HTML based on XML. They're leaving quite a few tags off, though, hoping the viewing program will infer that it should be doing (X)HTML formatting.
