My understanding of OEM licenses is that they are supposed to only go with new machines - like: Win7 OEM is what would be on a DELL when you bought it - and it shouldn't be sold directly to the end user. That's my understanding, anyway. No support from MSoft for an OEM package, you have to get it from whoever sold you the computer/software. Other than support availability and/or price, I don't know what is different about the feature set of each.
