I can answer part of the diesel fuel cost question. Way back when, before
the mid 70's diesel was abundant because it was essentially a waste
by-product of gasoline production. The fuel crises came and went and there
was a sudden discovery that diesel engines were more economical than spark
combustion engines. This lead to a couple of problems, first Detroit tried
to convert spark ignition engines to diesel, with the crazy results that
followed, and more real diesel engines made their way into light trucks and
passenger cars. Demand for diesel today is such that it is no longer a
by-product of making something else, but a desired product. In addition it
is being manipulated to reduce sulphur and particulates adding to the cost.
If there weren't so many diesel powered vehicles diesel fuel would still be
dirt cheap.
